OVERVIEW

Independent researcher Maxim Rupp has identified vulnerabilities in Tollgrade Communications, Inc.’s SmartGrid LightHouse Sensor Management System (SMS) Software EMS. Tollgrade Communications, Inc. has produced an update to mitigate these vulnerabilities. Maxim Rupp has tested the update to validate that it resolves the vulnerabilities.

These vulnerabilities could be exploited remotely.

AFFECTED PRODUCTS

The following LightHouse SMS Software versions are affected:

  • Version 4.1.0 Build 16, and
  • Versions older than Version 5.1

IMPACT

Four vulnerabilities were uncovered by the researcher:

  1. Cross-site Scripting,
  2. Disclosure of Information,
  3. Cross-site Request Forgery (CSRF), and
  4. Insecure Credentials.

Cross-site Scripting presents one entry point for attackers to access and manipulate control systems networks. It takes advantage of web servers that return dynamically generated web pages. Cross-site scripting also allows users to post viewable content in order to execute arbitrary HTML and active content, such as JavaScript, ActiveX, and VBScript, on a remote machine browsing the site within the context of a client-server session. This potentially allows the attacker to redirect the web page to a malicious location, hijack the client-server session, engage in network reconnaissance, and plant backdoor programs. A CSRF attack may allow the web browser to perform an unwanted action on a trusted site for which the user is currently authenticated. The SMS Software web server application does not use CSRF tokens anywhere and, therefore, allows any application function to be silently executed. This includes the ability to create new users or change passwords.

The SMS Software discloses to unauthenticated users access to sensitive files like reports and usernames (in the files).

An authenticated user with limited privileges can change the password of another user, and thus obtain access to his or her account.

Impact to individual organizations depends on many factors that are unique to each organization. ICS-CERT recommends that organizations evaluate the impact of these vulnerabilities based on their operational environment, architecture, and product implementation.

BACKGROUND

Tollgrade Communications, Inc. is a United States-based company that maintains offices in the United Kingdom and Germany.

The affected product, LightHouse SMS Software, is a web-based distribution monitoring system. According to Tollgrade Communications, Inc., LightHouse SMS Software is deployed across the Energy Sector. Tollgrade Communications, Inc. estimates that this product is used primarily in North America, Europe, and South America.

DIFFICULTY

Crafting a working exploit for these vulnerabilities would be moderately difficult. Social engineering is required to convince the user to click on or open their browser to a malicious URL.

ICS-CERT recommends that asset owners follow the vendor’s recommendations on patching the impacted products. Internet accessible control system devices should be isolated and located within protected areas of the asset owners control system network to prevent exploitation from the vulnerabilities listed in this advisory and potentially similar vulnerabilities that have not been uncovered. In addition, users of the control system software should be trained to recognize potential social engineering threats and avoid clicking on links or using a browser or email connection while connected to the SCADA control software.

ICS-CERT recommends that users take defensive measures to minimize the risk of exploitation of these vulnerabilities. Specifically, users should:

  • Minimize network exposure for all control system devices and/or systems, and ensure that they are not accessible from the Internet.
  • Locate control system networks and remote devices behind firewalls, and isolate them from the business network.
  • When remote access is required, use secure methods, such as Virtual Private Networks (VPNs), recognizing that VPNs may have vulnerabilities and should be updated to the most current version available. Also recognize that VPN is only as secure as the connected devices.
